Improving the Economy

The Comptroller’s performance can have a great impact on the economy. When payments from the state are late, businesses and service providers often shut down and shed jobs. When payments are made in a timely fashion, business and service providers have more capital to flourish and create jobs. In order to do this, I’ll work to streamline payments, increase the use of electronic disbursements and normalize the state’s payment cycle.

I believe that every level of government in Illinois should support job creation and business growth. As Comptroller, I will create programs to provide incentives to businesses relocating to Illinois and doing business with the state. These incentive packages will include a streamlined payment process and greater access to data.  I will continue to be vigilant in ensuring that any company which receives tax breaks from the state must create the jobs they have promised or repay money to the taxpayers.

Improving higher education is another way to improve the economy.  Job-creating businesses are attracted to states that have an educated workforce. But delays in state payments are having a negative impact on the quality of our public universities.  We must make these payments on time so that our universities can continue to provide a top notch education.  As Comptroller, I will also encourage the legislature to make higher education more affordable and accessible to all Illinois residents.
